Norwalk plant faces $370K in OSHA fines

The U.S. Department of Labor’s Occupational Safety and Health Administration has proposed fining VPP Group LLC in Norwalk $369,500 for 38 safety and health violations at the meat processing plant.

VPP Group is contesting the findings to the independent Occupational Safety and Health Review Commission, said Scott Allen, an OSHA spokesman in Chicago.

VPP Group LLC, formerly known as Valley Pride Pack Inc., primarily processes beef for school lunch suppliers and fast-food companies. According to OSHA, the plant has been inspected nine times since 1996, including in 2009 after a worker was electrocuted.

OSHA said $280,000 of the proposed penalties stem from two inspections earlier this year that drew four citations. OSHA said the plant did not conduct hearing tests on employees working in very noisy environments and failed to record more than 125 injuries between 2007 and 2009 in the OSHA injury log.

The agency also issued 20 serious citations, with proposed penalties of $75,500, for reported violations that included lack of proper fall protection and hand rails, eye wash stations, hazardous energy control and fork lift training, personal protective equipment and protection against blood-borne pathogens. VPP Group was cited as well for improper hazardous chemical storage and overexposure to high noise levels.

 The remaining $14,000 in proposed fines is for 14 other violations involving failure to record injury or illness reports since 2007, OSHA said.

A spokesman for VPP Group was not available for comment Friday.
